The CBAM regulation complements the EU ETS (EU Emissions Trading Scheme) and is intended to level the playing field between EU and non-EU producers by including the cost of CO₂ emissions in the price of imported products. CBAM is also intended to counteract carbon leakage (carbon leakage), that is, the transfer of high-carbon production from the EU to countries with more lenient climate regulations. As a result of the CBAM mechanism, high-carbon imported products will be charged a CO₂ cost comparable to that of EU producers under the EU ETS. 

Currently, the CBAM mechanism covers primary commodities such as aluminum, cast iron, steel and cement. While the mechanism protects against carbon leakage, it also increases costs for manufacturers in the EU using these commodities for further processing (production) - for example, in the manufacture of household appliances.  

The European Commission recognizes that a consequence of the CBAM mechanism is the risk that downstream production in the EU value chain may be shifted to countries with weaker climate regulations, or that EU goods will be replaced by more carbon-intensive but cheaper imports. To counter this, in December 2025. The Commission announced the expansion of CBAM to include 180 products that make significant use of steel and aluminum, such as industrial coolers, foundry machinery, hardware and household appliances.
